Migration is a crucial issue for Europe and it is going to dominate policies and political agendas for the coming decades. Migration has been presented - both in public and expert discourse - as a challenge that requires coordinated European responses, involving both Member States and the European institutions. Despite the recent so called ‘crises’ that called for emergency responses, the European Union for almost twenty years has been building a comprehensive migration policy, based on the principle of granting freedom of movement. The A. who has carried out researches on field following migration routes and within European Institutions analyzing policies, explores the measures taken by the EU and member states as regards the consistent migrations in 2015, the concept of “managing” and the need to “protect”, the concept of “mixed migrations” and the new perspectives taking into account the new awareness that migrants are actors of change and contribute to the development of their country of origin and destination. She discusses the need for structural responses rather than reacting to emergency, the need to re-establish the right interaction between the decision making level and the reactions of local communities.
